The Local Government of Naval headed by Mayor Gerard Roger Espina in partnership with the Department of Science and Technology Region VIII through the Biliran PSTC headed by Dr. Romeo L. Dignos and the Biliran Province State University (BiPSU) headed by Dr. Victor Canezo Jr. joined hands in initiating a project on water purification for potable water needs of the island of Higatangan.
A team of technical experts went to Higatangan las June 13-14, 2019 and conducted assessment of potential sites in the Island particularly in Brgy. Mabini, headed by Chairperson Ms. Rosalie Arevalo, within the premises of the FM Limpiado Memorial High School, whose Parents Teachers Association was identified as partner beneficiary organization to manage the proposed facility once established.
The team evaluated the suitability of the wells in terms of water, volume of water the wells can provide, and the suitable pumping volume that can sustain the project. Samples of water from the wells were collected and submitted to DOST-8 Laboratory to determine physical and microbial quality.
The project was an offshoot of the Community Life Competency Process(CLCP) conducted last June 2018 by BiPSU, LGU Naval, and DOST-8. The DOST approved a project for the establishment of Water Purification Project under the DOST Grant in Aid Program and supported by the LGU of Naval.
The technical team was composed of BiPSU experts that include Engr. Melchor Llorono, the water expert, Engr. Brian Bernil, College of Engineering extension officer, Engr. Carlito Orais head of the Engineering and General Services Office with his technical support personnel. DOST-Biliran staff Engr. Jake Cleo Corto served as facilitator as Project Assistant for DOST Water project.
